Believe it or not, poor areas often have excellent farmers’ markets and food co-ops, I guess because buying direct saves money, and when you’re broke, it’s not too much trouble to make another trip. Another reason I imagine they stay popular is that food is the simplest form of entertainment, and I’m sure there is a cogent minority of people who recognize the opportunity to nourish more than the body with quality whole foods.
I don’t know about North Philly, but there are old traditions of quality farm markets in Harlem, Greenpoint (Brooklyn), Detroit and all over LA.
